Report on the 16th November, 2010 meeting

December 12, 2010

This meeting followed the published agenda. The following topics were discussed or reviewed.

1. Housing Needs and Warren’s Field proposal The Chairman reported a meeting with Miss Newstead, the housing development manager for SCD Council, who confirmed the standard procedure for provision of housing following a formal housing survey. Miss Newstead had noted the comments made at the October Parish Council meeting and it was unlikely that planning would be granted for the proposed site on Warren’s Field. She volunteered to explore the Village, in company with a Parish Council representative, to assess the possibilities of other, more suitable, building sites and the Chairman will arrange this survey.

2. Village Plan. Work continues on various aspects of this plan.

3. Cycle Path, Drift to Bar Hill. Work almost completed. There will be a site meeting to discuss the economics of appropriate signage and an end barrier. 

4. Sustainable Biodiversity Group. Nothing to report.

5. Extension to lay-by at Methodist Church. A meeting with the Highways division revealed that finance for such a modification is not available.     

6. Grass Cutting. It was agreed to accept the tender of Mr. W G Round.

7. Best Kept Village Competition.  This year there will not be a competition.

8. Finance. Disbursements were £290.46 for grass cutting. £84.00 had been received for allotment rents.     

9. Salt Bins.  Two bins have been delivered and placed in the agreed positions.

10. Retirement of Parish Clerk.  Mrs. L Volans, after twenty eight years of exemplary service, is retiring from the position of Parish Clerk but will continue in this role until the end of the financial year (31/03/2011). Applicants for this important post should contact the Parish Council Chairman.       

The next meeting of the Parish Council is in January, 2011, but a meeting will be convened if business of an urgent nature arises. The Community is reminded that Parish Council agenda items should be sent to the Parish Clerk, in writing, at least 14 days prior to the Parish Council meeting and that village organisations are invited to forward short reports on their activities to Council meetings.

Report on the 19th October, 2010 meeting

This meeting followed the published agenda. The following topics were discussed or reviewed.

1. Housing Needs and Building Proposals. A presentation on these subjects was made by a Luminus representative, A Chapman, and the SCDC development manager, S Newstead, they described the SCDC objectives in providing ‘low cost’ housing and its maintenance and further provided a guide to the ‘preferred families’ in such housing and their necessary relationship with Dry Drayton. The outline proposal for an ‘exception site’, embodying up to 18 dwellings, outside the village perimeter, in the green belt and in an area of best landscape, was discussed at length.
Members of Dry Drayton Parish Council expressed their unease regarding the proposal and the possible designation of the area involved as ‘special needs land’. The Council also noted that there had been several formal and verbal objections to the proposal from villagers and agreed that much more information about ‘low cost’ housing was needed and that the matter will be discussed further in the light of this data. The Council will also review the housing need numbers mentioned in the ACRE survey and re-examine the tentative Luminus proposals. As yet, no formal application has been received on these proposals and their content will be discussed in conjunction with the SCDC in due course.

2. Village Plan. Work on various aspects of this plan continues. Land suitable for a play area is currently being sought and funding for this project is under discussion.

3. Cycle Path, Drift to Bar Hill. Clearance work is in progress and appropriate signage is being addressed.

4. Cycle Path, Bar Hill to Coton. Discussions, emphasizing safe cycling, are taking place between the Parish Councils involved.

5. Sustainable Biodiversity Group. Nothing to report.

6. Planning Application. Dry Drayton Cricket Club. Replacement shed and tree works. Agreed

7. Extension to lay-by at Methodist Church. Members agreed that this would be advantageous for both Church members and mothers transporting school children.

8. Best Kept Village Competition. It was agreed that this presented opportunities for a general ‘tidy up’.

9. Finance. Disbursements included £290.46 grass cutting, £25.85 shredder repairs, and £570.18 clerk’s salary plus expenses.

Report on the 21st September Meeting

Dry Drayton Parish Council. Report on the 21st September, 2010 meeting

This meeting followed the published agenda.

The following topics were discussed or reviewed.

Village Plan. Work on various aspects of this plan continues. The next Committee meeting will take place in October.

Housing Needs Survey. A notice has been received from Bidwells, Estate Agents, regarding a Draft Application Site Plan by Luminus, the regions premier community housing provider, to build affordable houses on Warren’s Field, which is considered by them as a potential site. To date no formal application has been received and the matter will be discussed by the SCDC in due course. It was agreed that Luminus be invited to address the Parish Council at its next meeting. In this context the Parish Council will also review the housing need numbers as a letter of objection to the Luminus proposal has been received.

‘Cycle Path. The Chairman has circulated proposals for the ‘cycle path. This project will now be dependent on finance availability.

Sustainable Biodiversity Group. This Group, reviewing the green spaces and wildlife in, and around, the village has not made a report.

Planning Application. Dry Drayton Cricket Club. The Parish Council has agreed tree works within this conservation area. Mrs. T. Stephenson to liaise with the SCDC Tree Officer.

Finance. Disbursements included £580.92 for grass cutting, two cuts, £141.00 Moore Stephens-External Auditor, £48.62 allotment water rate and £10.00 ‘bus shelter glass cleaning.

The next meeting of the Parish Council is on 19th October, 2010.

Dry Drayton Parish Council. Report on the 20th July, 2010 meeting

 This meeting followed the published agenda. The following topics were discussed or reviewed.

Village Plan. Work on various aspects of this plan continues. The next Committee meeting is scheduled for September.

Housing Needs Survey. The Chairman reported no positive response, as yet, to the Village Newsletter request for land to be made available for low cost housing. This project will now be progressed in conjunction with SCDC.   

‘Cycle Path. Proposals for the Madingley/Coton ‘cycle path will now be discussed with the Cambridge Joint Area Traffic Commission.

Village Clean Up. The ‘Green Group’ are proposing to organise a ‘village clean up’.

Sustainable Biodiversity Group. This Group will be reviewing the green spaces and wildlife in, and around, the village.

Planning Application. Scotland Road, Mr. T. Green, approved.       

Tree on Green. The Warden reports that the dead tree will be removed and a suitable replacement will be planted.  

Finance. Disbursements included £290.46 for grass cutting, £578.32 Parish Clerk expenses and £350.00 to the Parochial Church Council.     

 The next meeting of the Parish Council is on 21st September, 2010. Report on the June meeting

July 30, 2010

This Parish Council meeting followed the published agenda and the

Parish Council Vacancy.
Mr. F Northrop, the newly co-opted member, was welcomed to the meeting.

Village Plan.
Work continues on this project and replies to correspondence on the play area are still awaited. The related costs of legal proceedings and appropriate equipment are being explored prior to consideration by the Parish Council.

Housing Needs Survey.
This survey, based on returns and the local housing register, remarked on the need for 18 ‘affordable’ dwellings within the Village. The relevant Councils will explore availability of suitable land for such development.

A14, improvement schemes.
The proposed Public Inquiry has been postponed.

Salt Bins
Two salt bins are to be provided. These will be placed at the road entrances to the School and the High Street.

Blue Bins
These will be provided in October, 2010.

Finance.
Disbursements were £290.46, grass cutting, and £50.00, Internal Auditor fee.

Next Meeting
The next meeting of the Parish Council will be on 20th July 2010. Report on the April 2010 meetings

The April Parish Council meeting was preceded by the Annual Parish Meeting and Annual reports were received from named representatives.

Mr. G Carter was re-appointed as representative of the Allotment Committee and Mr. R Burton was re-elected as Neighbourhood Watch representative.

The Chairman agreed to make enquiries regarding the new ‘Clean Up’ scheme, proposed by the District Council, and the Annual Parish Meeting closed with the Chairman thanking the representatives for their reports and work throughout the past year.

The Parish Council meeting then commenced and the following items were discussed:

Village Plan Work continues on this project which will be fully reported in the Annual Parish Council Meeting on 18/05/2010.

Housing Needs Survey Findings will be presented by Miss Shilton, the Rural Housing Enabler, at the meeting on 18/05/2010.

A14, improvement schemes A pre-inquiry meeting is to be held in St. Ives on 24/05/2010.

Finance Disbursements were £40.50, Ramblers Association Fee, and £199.64, CALC Associated fee.

Training The Tree Officer reported on this specialist subject training as comprehensive, combining definition with advice on all aspects of trees and woodland.

The next meeting of the Parish Council will be on 18th May 2010; this will be the Annual Parish Council Meeting.

Report on the February 2010 meeting

February 18, 2010

1. Village Plan. As the Parish Council is responsible for recording the activities of the Village Plan Implementation Committee and reporting its activities to the Annual Parish Meeting, the Chairman reported on the last meeting of this special Committee. The availability of land suitable for a children’s play area is being explored and a working party on this issue is to be formed. It was noted that three Parish Councils are now involved in the negotiations for a safer cycle way into Cambridge.

2. Housing Needs Survey. Documents related to this survey, implemented by the Rural Housing Enabler have been circulated. Findings and conclusions are awaited.

3. Footpaths. Clearances continue. The Probation Officer is organising a survey and relevant work. The expense involved in spreading ‘chippings’ is being investigated. As noted, the new footpath map is available.

4. Vacancy.  Mr. Richard Stamford has been co-opted as a Parish Councillor for Dry Drayton.

5. A14, improvement schemes. The Parish Council monitors the works proposed and is concerned about the possible increase in traffic through the Village. Correspondence on this important matter continues.

6. Road Gritting. Two ‘gritting bins’ have been ordered from the Highways Department.

7. Finance. Disbursements were £30.00 for Countryside Watch, £20.04 for allotment water rate and £336.91 for street lighting.     

8. Training. Two councillors requested training on specialist subjects, agreed.

9. Planning Applications. There were no new applications.
