Report on the July 2009 Meeting

This meeting followed the published agenda and commenced with a presentation by Mrs. Sarah Johnston, from ACRE, who had come to discuss and progress the Village Plan with regard to its publication, distribution and appointment of a Steering Group. This plan was formally adopted at the last Council meeting and relevant Council minutes will be forwarded to ACRE.

The Parish Council role will be to assist, promote and to encourage comment on the project.

During the Parish Council meeting the following topics were discussed or reviewed.

Madingley Road Cycle path. This project has been rejected by the University and will not progress in its present form. Alternatives are being researched.

Callow Brook. There will be no further action. Remedial vegetation removal and tree work will be carried out in August.

Telephone. The B.T box on Church Green will be replaced with a modern unit.

Public House. This has been ‘let’ and will re-open in late August.

Village Plan. The Parish Council Chairman has met with members of the steering group to discuss publication and implementation of the Plan. A reporting sub-committee of the Parish Council will be formed. The final version of the Plan will be made available on paper and also on the Village web site.

Housing Needs Survey. A survey, implemented by Miss Shilton, Rural Housing Enabler, is to proceed. Miss Shilton will co-operate with a Village working party and a relevant publicity article will be placed in the Newsletter.

Finance. Disbursements included £258.75 for grass cutting, and £576.55 Parish Clerk expenses.

Footpaths Various re-surfacing and repair work envisaged during the current year. The footpath bridges/drainage systems have been surveyed for damage and any remedial work will be carried out in the Autumn.

Future Meetings. The Community is reminded that Parish Council agenda items should be sent to the Parish Clerk, in writing, at least 14 days prior to the Parish Council meeting and that village organisations are invited to forward short reports on their activities to Council meetings.

Report on the June 2009 Meeting

This meeting followed the published agenda and commenced with a presentation by Miss Catherine Shilton, the Rural Housing Enabler from ACRE, who gave a comprehensive report on an affordable ‘Rural Housing Needs Survey’ for Dry Drayton, this survey to be financed by a Housing Association nominated by the D.C and conducted by herself as an independent assessor. Miss Shilton further explained her role as an ‘Enabler’ which embraces a series of housing issues including affordable housing. The Parish role would be to assist, promote and encourage comment on the project.

At the closure of Miss Shilton’s presentation the Annual Parish Meeting was held, this commenced with the appointment of officers for the coming year.

During the meeting the following topics were discussed or reviewed.

Madingley Road Cycle path. This project progresses slowly. Negotiations with local landowners continue.

Callow Brook. Nothing further to report.

Telephone. The B.T box on Church Green will be replaced with a modern unit. Public House. Now advertised as ‘To Let’.

Village Web Site. www.drydrayton.net This has been up-dated and may be enlarged to accommodate items from village/local organisations, it will also incorporate Parish Council notes.

Village Plan. The Parish Council has invited Miss McCord from ACRE to address the Council on the submitted Plan and its implementation.

Parish Forum. This meeting with members of the Planning Department present was attended by the Chairman. The meeting was reported as interesting and informative.

Housing Needs Survey.It was agreed by the Parish Council that such a survey, implemented by Miss Shilton, should proceed. Mr. Ian Alexander to liaise with the Village Green Group.

Finance.Disbursements included £187.17 for CALC affiliation, £350.00 to the Parochial Church Council, £250.75 for grass cutting, and £50.00 to the Parish Council Ind. Auditor. The C.C footpath grant of £250.00 was received.

SCDC Council Housing Transfer Ballot. It was reported by Mr. R Hall (District Council) that this ballot resulted in the ownership and management of such houses remaining with the Council.

Report on the May Meeting

June 2, 2009

The May meeting followed the published agenda. Amongst routine business, the following topics were reviewed:

Madingley Road Cycle Path: This project progresses and a recent survey indicated over one hundred potential users. Negotiations with local landowners continue.

Callow Brook: the drainage problem is being addressed.

Telephone: the two BT boxes are under repair.

Finance: the audited Statement of Accounts was approved and adopted. Disbursements included £513.90 for Parish Council insurance and £258.75 for grass cutting.

Public House: various possibilities are being explored and the owners have applied for a new licence.

Housing Needs: the Rural Housing Enabler from ACRE, Miss Catherine Shilton, will be addressing the Parish Council at its next meeting on June 16th.

Village web site: this has been updated by Mr L.Waters. Its size and content will be discussed at the next Parish Council Meeting.

Village Plan: the Parish Council was suspended for a short period to allow an open discussion of the final version of the Village Plan. The discussion was positive and well focussed and on resumption of the Parish Council meeting the final version of the Village Plan was formally adopted. The Village Plan will now be forwarded to Cambridgeshire ACRE for consideration and evaluation. Developments will be reported in due course.

Future Agenda Items: the community is reminded that Parish Council agenda items should be sent to the Parish Clerk in writing at least 14 days prior to the Parish Council meeting and that village organisations are invited to forward short reports on their activities to Council meetings
